4 runs of bounties after getting all other recipies still no capt crimson . what bullshit is this?

I got the three patterns in my first set of 5 bounty caches.
its not rng when you get 20 caches nothing after collecting all other recipes.
It is… if it was broken, then none of us could get it.
In this season I got all three patterns in my first five caches.
When the patch that introduced the revised recipes came out, I got the first two recipes in my first 5 caches, then didn’t get the third one until my 26th-30th caches.
It’s RNG. Some people get them quick, some don’t. Feel free to inspect…

I feel like it is broken… Did 22 bounty runs on Season SC, got plenty of goblins,all recipes, reached 600 paragon and no captain crimson.
Please explain how I got all three patterns from 5 bounty caches if it’s broken…
the 3000 shit recipes drop within the first 9 caches. the only 3 good recipes drop after that with really low drop chance. thats not rng thats programmed

Back when patch 2.3.0 rolled out (Aug 2015), the patch notes said (I’ve added the green background & underline to highlight the relevant part):
ADVENTURE MODE
- Bounties
- There will now only be 1 bonus act per game
- Completing a bonus act will now award an extra cache that awards gold, bloodshards, and crafting materials
- Upon completing the bonus act a new bonus act will be activated
- The starting bonus act now changes every hour
- Horadric Caches and bonus caches now contain an act specific crafting material
- Horadric Caches now contain two guaranteed Legendary or Set recipes (if available at your level range)
- Individual bounties no longer award Blood Shards, they are now contained in the bonus cache
- Horadric Caches now contain gold
- Time until the helpful locator ping for an objective shows up has been reduced from 5 minutes to 1 minute
- Second floor bounties will now show 15 remaining enemies instead of 5
- No longer award rift keys
Since then, as far as I know, Blizzard hasn’t published anything that this was no longer in effect… but bounties have changed since then… a lot. We no longer have bonus act and cache… we now have the large horadric cache instead. So yeah… the plans should drop (if available) until there are no plans left to fall.
I am unable to play new Monk gamestyles in S19 because Crimson plan doesn’t drop, though other plans dropped from first 5 or so cashes. It certainly is a bug. In non-season I got it from the first cash, so something clearly doesn’t allow certain characters to gain it.
Indeed they should. However I have a theory why these plans are so rare drop.
When some of these crafted sets were upgraded, they actually made completely new sets and disabled the old crafting plans. The old plans were part of the guaranteed drops from the caches. However the loot tables were not properly updated with these new plans and as a result those plans are merely part of the general cache loot which is subject of RNG.
