I´m stacking cold dmg as a frenzy barb. Does the damage type on my offhand matter?
Im not 100% sure what you mean but im going to assume you mean the base damage roll on the weapon.
If so then no it doesnt matter all dam is converted to the damage type of the skill/rune you use
edit: for example your monk has 2 fist weapons both have +x lightning dam. but the mangle rune is fire so all damage is converted to fire damage

On the assumption you’re using Frenzy / Sidearm as your rune choice, any bonuses to cold damage will be helpful. However, the elemental damage type of your weapons is irrelevant to this. You want to ensure that your bracers have +20% cold damage on them, and your amulet if possible. However, you want your off-hand to be Azurewrath but that’s because one of its guaranteed affixes is the 15-120% bonus to cold skills.
