Does "Mortal" stack?

One question regarding the “Mortal” power in the altar of rites:
It only says, that enemies within 25 yards deal 25% less damage, but there is no duration given.
Does that mean that multiple activations (either from multiple players or in a longer fight) can stack on the same enemy, possibly bringing rift guardians down considerably?

I actually read that article before posting and still managed to completely miss this. Thank you very much, even though this makes this ability pretty weak in my eyes.

True. Both Mother and Mortal are on the weaker side. Even though the red circle is always nice - when you are able to use it.
