Why do the Wraps of clarity not proc with Vengeance (Seethe rune) but procs with Chakram + Spines of Seething Hatred?
Wraps of Clarity give mitigation after a Hatred generator is used.
Whereas Chakram would normally be a Hatred spender, the Spines of Seething Hatred make it generate Hatred instead. This procs the Wraps because it’s the result of an ability being actively used.
Vengeance / Seethe gives a passive 10 Hatred per second regeneration, i.e. the Hatred gained is not as a result of an ability being used, thus not giving anything for the Wraps to proc from.
