I’ve noticed there are non-magical weapons and armour piecs that have a quality on them (poor, average, exceptional etc). Is there any way to give one of these magical properties , or should I just sell/dump them?

If you mean rare (the yellow items) then you can actually upgrade them to legendary items in Kanai’s cube, and they are likely to produce items with legendary affixes. If for example you have a rare pair of boots, them might even become a set item to your character.
if on the other hand you’re referring to generic legendaries that have no affix (such as the weapon “devil’s tongue”) then it can’t be upgraded.

When I read @Cruithni’s post, I understood that he was speaking about white items… ie, non-magical items that often have “inferior” or “superior” qualiffier attached to their item type, especially at lower hero levels. As in this screenshot:
