so the patch note said it only raised sw dmg, but the in game detail said it raise all dmg, which one the right function ?

Hitting with Tempest Rush while Sweeping Wind is active increases the size of Sweeping Wind and also increases all damage dealt by 15,000%.
Even though it says all damage, you can only achieve the boost while hitting with TR. I am not sure if CS from WKL gets the bonus, but since all gears are buffing TR (Cesar, Balance…), any other skills will be doing insignificant DPS.
