PS4 leaderboards are hacked?

Hello people,
I’ve been playing D3 since its launch on PC.

Also , recently i bought the game on PS4 .
I am surprised that sesonal leaderboards are filled with exploiters/hackers. Players with FULL [Primal Ancient] items (in all item slots), within the first day of the season 25. What is going on here, how can i report this?

Should i report this exploit/hack to Blizzard or to Sony?

Reporting won’t do anything. Blizzard doesn’t care for consoles besides the “initial game sale”.
Sony and Blizz will just play “pong” with you saying that the other party should solve the issue without doing anything in the end.
