It drops from Princess Lillian which has a 1% spawn chance inside the Rainbow Gob Portal.

You might want to consider joining one of the in-game communities that hunts for rainbow goblins. The default key to view communities is Shift+O. For example…

I’ve done the rainbow goblin countless times, and never any wings, and also i don’t even bother picking up loot anymore unless its an amulet or a green set fist weapon (monk) or a green ring (focus/restrain)
Who needs 65,422 forgotten souls anyway?
