That’s extremely bad luck 
One usually gets at least a couple before reaching 800 paragons. The only thing I can think of is that Natalya’s is not ideal for speed farming. UE or GoD is much faster or better.
I’m not saying that you are doing things wrong of course.

The main reason why you are not seeing many of these drop, is due to the seasonal theme.
Between the Soul Shards and Hellfire Embers, these take the place of regular dropped items, including Screams and Ramaladni’s Gift (Rama-lama-ding-dongs), etc.
Petrified screams are not part of the “natural” loot of the GR, it’s in addition, that’s why you can have 12 legendaries plus a PS, and that’s why the GR level does not influence its droprate
