Chiltara gem is required for player on computer and not on console. Either remove the item from the recipe for the staff of herding on computer or give player a 100% drop chance when killing this named enemy.

You are wrong. the gibbering gemstone is required for the staff of herding, as well as wirt’s bell and the black mushroom.
Console doesn’t require the leoric’s shinbine and liquid rainbow.
