Vengeful Wind + extracted legendary property

I’ve tried the following combination of wearing a Vengeful Wind and additionally attached the item’s legendary property in Kenai’s Cube (Increases the maximum stack count of Sweeping Wind by 10 and increases the damage by 800%)

as of the legendary description both, the item and the extracted property should increase the stack count by 10, so it should increase by 20, but it dosen’t. maximum is 13 no matter if I only wear the weapon, only the extracted property or both togerther.

is this intended, or maybe a bug?

No, not a bug.

Legendary powers and passive skills don’t stack. I.e. if you equip the item and cube it. Only the equipped item is effective. The cubed power is redundant.

Similarily, if you equip a passive skill and use the same Hellfire amulet, you won’t get double effect.

As the original Vengeful Wind has max 3 stacks, increased by 10 adds up to 13.
