I constantly encounter this bug in the Russian localization. Everything is displayed correctly in English.
Yes. It was worth changing the localization to English, everything started working right away. Things began to fall with new stats
I’m from Kazakhstan, but I play in Russian. I have the same issue with 0% critical damage on items. It may be possible to introduce into the game the function of quickly viewing the description of items in English using a keyboard shortcut.

Russian language. Still exists.
ATTENTION! This is not % Critical Strike Damage as stated in the Russian localization, but % Lightning Critical Strike Damage. At least that’s how the language change displayed to me.
I aldo have this issue using russian localization. I hope it will be adressed.
