Basic and core skills is a great idea.
If you make that part of the skill tree immense and multioptional ( many ways to do this) the build options will be crazy.
That’s all that’s needed on the character side

I am leaning into no basic skill builds this season, so those are fun to try, even if they are weaker than meta. Got a T3 barb atm, and its fun.
There is already such a tree in POE2. It’s true that’s only for passives but skills and support gems give you a massive amount of combinations. Actually so much that you will probably be unable to try them all.
Because basic and core skills are used alot and are very significant for a build- add more types of them and make their branches have more variety. Currently you choose the skill then you must choose the single option for improvement then one out of two options. If you make it very large for instance- Bash has 2 branches that expand to 4 more branches, the number of builds will grow significantly. Btw interesting using no basic skills. How will you get resources? Not easy

Yeah i do this sometimes if the build i am making shows me a little window of hmm what if.
Usually on sorc, i enjoyed the idea and challenge to tap into sorcs mana ways to boost self resource generation.
On barb it was more difficult, I will post the deets when i log in again and check since this was awhile ago now, but yeah Using Berserker ultimate restores resource, there is also a temper for it, and with everything set up massice CDR reduction through Weapon master Skills.
So on rotation as long as i dont over channel WW i can burst with it, But it can run empty and that is not good and you need to open with a ultimate or Weapon throw to gain the fury.
It weakens the build by mothers embrace helped me not run empty, I deally i wanted to run the WW unique gloves, but the bonus to WW speed runs me empty too easily.
WW first node also generates fury, however its low, and Needs a buff imo,
But yeah still more ways i can boost it, but that is as far as i got basically, and yeah using the fury on weapon swap which happens in the rotation.
Which ends up being Ultimate WT, WW burst Rupture and with two charges of each the CDR is pretty Quick, rupture is pretty spam able, and everything comes of CD repeated, bursting with WW, build basically functions without WW tbh, thats why i tried it. Flay serves the build better becasue it bleed , but i like toying with the build mechanics and doing weird things lol
Initaially i was going for max turbo speed WW, I got it super fast it was fun but the damage without twisters was terrible against bosses/elites just spin like a top and do tiny dmg lol, was fun mowing trash though like a propeller
I think i had Deathblow as my other skill, Flay was my basic though, and ww core. So i wanted to try to ditch flay for WW and bring in DB.
SO i could use Overkill and crimson together, which was fun and with the CDR on Wea mastery adn ult the WM skills are almost always up if you pace it.
From memory that is the basic idea of it , probably makes no sense unless your in my head. 
Built it too long ago now i forget all the names of the aspects and glyphs i used.
I will Edit it and throw it up sometime, maybe in the barb section I did one for my shadow clone rogue which is also fun imo, not super amazing strong but fun.
Melts T2 everything, T3 can clear , but not LB realmwalkers and nmd are fine just not melted, but not slow, pit 59 pb.
Needed to grind mats for MW and i pulled out, was over it. Didn’t want to spam IH T2 and farm Obdi and run our of IH and do all the stuff to get IH keys adn NMD was more enjoyable for me, but low on the odbi per run sadly.
Also spent mats on alts when i got bored and i am not efficient with sticking to one idea lol so my own fault too i guess wasting early seasonal mats lol
Overall i thing WW is weak, and needs a buff imo. even as a basic skill its weak lol unless clearing trash. Or T3 LB is over tuned who knows the game is funny like that, seems alot of builds hit a T3 LB brick wall so idk
Overall its a trash build, but fun. Which is what i go for in D4 and T3 is more than i hoped to get to so pretty good.
