Simple fix that will make a lot of them usable again.

No. They need complete redesign and be a real random low drop that can drop from anywhere in WT4. Not just from Bosses. There is nothing Unique about Uniques atm. Except that in many cases they are uniquely extremely bad.
Games overall loot pools and tables are bad, boring, bland and uninspiring.

I proposed allowing tempering of unique items in my " review " i think that would sort on how underpowered some are. But on other hand maybe would make some other a bit over the top so i dunno 
All i know is that im using very few now compared to other seasons, barely had the need or wanted farm any ubbers cause i can get good if not better tempered versions with the powers i really want.
