Aspect of Inner Calm what is STANDING STILL?

So I just noticed that when I use Upheaval on my Barb with max Inner Calm stacks the stacks reset… Is this intended?
Then I use Lunging Strike and stacks dont reset when you lunge…

Anyone else experiencing this? Is this intended or a bug?
