We miss a ton of Damage since several Vulnerable multipliers do not work properly, at least these are:
Storm Swell aspect
Frigid Fate legendary node
Icefall legendary node
Icy Touch passive
These are maximum working at 50% of their potential.

I have 8/8 Chain Lightning atm with:
Chain Lightning Skill damage tool tip shows 30K-40K dps. Im hitting slightly more on targets with it… Between 20K and 80K. Should be around 250K-350K each hit. Blizzard damage can ramp up to 14 million just for the sake of scale and perspective.
So yes Chain Lightning damage modifiers seems to be DISABLED ON PURPOSE OR IGNORED.
These devs and directors need to go. Their whole team needs to go. To Hell.
They only care what Rob said, maybe just delete other char and left Barb only…
I deleted D4 already. I check it one more time when expansion launches in 4rd quadrant this year. If Chain Lightning is still missing proper design, damage, Aspects and Unique its time to bury this tired old franchise, which is not about loot or build anymore, but “systems” as they said. Very very very terrible systems indeed…
Have fun with Barb and Necro and their 1 viable op builds until then.
