had the same old issue with D3 blurry image while moving… rather annoying… i found a fix for myself, i run a 5800x3d with rtx 3080ti… we need to remember this is an old game… max out all settings in game,
what i did was go into the nvidia control panel, set Anisotropic filtering to 16x, antialiasing mode to Override any application settings, Antialiasing setting 8x, cuda sysmem fallback policy to prefer no sysmem fallback, power management mode to prefer maximum performance.
i had most of those settings already, but changed the AF to 16x and AA to overide, AA to 8x and that seemed to fix it for me.
