After testing Crown of Lucion against dummies I concluded it is bugged as hell 
not only it does not increase the damage, nor attack power or anything, it also reduces damage instead. My max hits with Shako are around 170m, but with crown of Lucion I peak at 40 mil with dust devils.
Supposedly it was tested by many people, especially the barb community and Crown of Lucion truly does not work.
Ok thx did would explain why it did’t work with my Blood surge Necro when I tried it instead of Shako.
Can confirm, Crown of Lucion does nothing for incinerate.
I hope they fix this item. It is not a bad idea.

Tested too and no stats on skill and on inventory tab move up. Buff appear but nothing change.
