So I’ve got a Dolman stone, but very frequently when I cast boulder while hurricane is active. No bolder spawns and the skill doesn’t cast. This is despite the icon being lit up, and having enough spirit. I believe this is bugged.

Yes I am experiencing this same bug.
I have the same problem. When Hurricane is up for a first time and spam Boulder is working properly, but second using Hurricane and then Boulder is totally bugged. Animations of casting exists but no effect, no matter if you are while Human or Bear form. The remove of Boulder from skill bar to reset it’s only fix like author wrote.
I noticed problem of that (cuz before a bit crafting) it was working. The issue is Hurricane duration (Storm Augments - Weapons from new recipes). With these after Hurricane ended, one Boulder still rotate around you but has no dmg, then Hurricane up + spam Boulder is totally bugged like I mentioned earlier - animations exists, but no effect.
Pls fix this, cuz is super fun Build. With that new recipes we can easily get 100% up Hurricane, but without that Augment of Duration, we have to wait around 8 sec.
