BUG? Higher level item with lower stat ranges

I just had a very confusing drop of Word of Hakan.

My character is wearing a Sacred iLevel 709+20
This dropped as an Ancestral iLevel 783

However, all the stat ranges on the Ancestral are much lower than on the Sacred.

For example
The Sacred (709+20) has +28% Ultimate Skill Damage [19.6 - 29.4%]
The Ancestral (783) has +15% Ultimate Skill Damage [14.0 - 21.0%]

What is happening here!?

If iLevel has nothing to do with stats and ranges anymore then farming becomes even more terrible…

Rolls on the item are not bound to item level.

If you farm seasonal boss (V-something) you will get 800 ilvl items with low rolls

I am pretty sure roll range is bound to item level.
This is what the whole item level breakpoint thing is about, right?

Technically and logically correct.

But still happens as it did for OP and in case of seasonal boss lvl 800 items. Best shot is submit bug report in technical forum section or submit a question for campfire chat

One has been upgraded, the other one is a fresh drop. Hence the lower stats.

I am pretty sure that is not it.

iLevel of the ancestral is way higher than the total iLevel of the sacred.
Furthermore it is not so much about the rolled score as it is about the range in which it rolls, which, as far as I can tell should be linked to iLevel.
