Bug: upgrades at blacksmith are still giving negative (red) upgrades

So this happened before season one and is still happening.

The first time I saw it and have screen shot it was just one stat on an item that first upgrade was positive and then went negative and then positive.

Now today i had an item with two negative upgrades.
(2) Alan on Twitter: “@BlizzardCS @BlizzardCSEU_EN negative upgrades at blacksmith again ? this time twice ? https://t.co/TQblJVKnkG” / X
Next upgrade is positive but not enough to make up for the negative

So why are the negative upgrades?

According to Oxford Languages:
" upgrade verb /ˌʌpˈɡreɪd/

  1. raise (something) to a higher standard, in particular improve (equipment or machinery) by adding or replacing components."

The only problem is that in D4 upgrading seems to have a different meaning. Especially when your item level is above 725 because +5 item (especially amulets and rings) can get worse in all aspects. This is a huge bug. And if devs and designers do not get it, they should change their job.
