I am playing Diablo IV as Rouge character (World Tier 2) and reached lv. 52, I completed the Act III main quests and still I can’t change to (World Tier 3). My friend told me that there is a dungeon located at the Cathedral of Light in Kyovashad, but no active dungeon for me there. I tried to log out and sign in again but did not solve the problem.
Please, I need your support to solve it.

OK. It sounds like you know what you should do, so you might be the victim of a bug/glitch.
Just in case you’re looking for the wrong thing, I’ll tell you what my Act II char can see:
Start in Kyovashad. (obvious, I know)
Open up the map.
Zoom out a little so you can see the Cathedral at the top of the city area on the map.
At the Top Left of the Cathedral area, you should see a GOLD coloured dungeon marker (a portcullis with a star at the top).
If your map does not have the marker, then perhaps you can go the dungeon entrance and get in…
Go into the Cathedral.
Go West until you get to the wall.
Go North.
You will find a large set of double doors.
This is the dungeon entrance.
If you can not open the doors, then you found a bug (congratulations?)
If none of this makes sense, do a quick search on Youtube for “Cathedral of Light Capstone Dungeon” and you can see someone navigating to the dungeon door.
