Dolmen Stone does not give +4 to the level of all skills in the Wrath category

Good evening everyone!
Can anyone tell me why Dolmen Stone does not give +4 to the Block skill, but gives +4 to the Hurricane, Heavy Step, Bestial Frenzy skills ?
