We used to be able to dye the smallclothes on characters, but it’s not been possible since the wardrobe update. Still not possible this season.
I for one would like to be able to dye them again.

Smallclothes are generally underclothes or underwear, yes. The basic outfits the characters have.
Some of the characters have some okay default clothing for showing off the tattoos in the game, but we can’t make that match the rest anymore.
Equip a regularly dyable transmog item in any slot; use the ‘dye all’ option on the one transmog item. It will apply to all items, including your small clothes. Did it by accident yesterday. 
I would, but it reverts to the default colours outside of the wardrobe menu sadly.

I see, never knew you could dye those in the first place, im not in the habbit of running arround in underpants, not ingame anyway.

Haha! Neither am I, but I do have a couple of outfits where I use the basic top with the occultish tattoos
