This workaround will sound crazy a bit, but worked for me on all chars:
- Make sure your game is in windowed or borderless window
- Set the maximum background fps to 1fps
- Relog outside of the cave
- Click on the cave entry and tab out, wait until everything has fully loaded at 1fps
- Start the conversation

Strangely enough this works. Just tried the quest again after the patch but it was still bugged for me.

Meet Ealda within the Wasting Shadow
When enter into the dungeon as talk to Ealda to start the event of breach through the gate, she speaks for a long time. And did not get moving towards the gate to brach through.
Funny she talks about no fear, and will show their courage, but is just standing at the door without able to continue the quest line.
I had this issue on preseason with my Barbarian, but was able to move forward. Now with my Durid in Seasonal character, this is not moves. I did try to relog the game, and also have tried use of the Dungeon Reset.
This is just plain stupid. Why can’t they fix this bug! maybe they don’t have the skill to fix it!

But Blizzard, please fix this ancient bug already.
