In the game, there are glitches with the textures. They constantly change their quality from low to normal, and this happens consistently. For example, the environmental textures, such as a pathway made of stones, appear clear when I approach them. However, if I move away and then return, they become pixelated (or vice versa). I also notice that the textures on the characters’ armor exhibit the same issue. Sometimes, the armor appears normal, but other times, certain parts have poor textures while the rest looks fine. This dynamic change in texture quality occurs continuously.

I dont understand russian bit I assume u play on highest settings.
What I noticed on medium Diablo eats over 6 GB of VRAM I assume it eats a lot more on high settings, which can explain why ur textures load like this. Try lowering the texture quality.
The graphics settings you are using are probably eating more VRAM than your graphics card has, so the game is using the slower standard system RAM and can’t keep up with textures.
Play with graphics settings sliders until the problem disappears. Try also using DLSS (if you are not using it already) to see if you can push settings higher.
I only have access to low and medium graphic texture settings.

I assume Blizzard engine uses virtual texturing it sometimes artifact like that if it is not fast enough to load data. I experience it a lot in Unreal Engine when I work on my stuff. Maybe they have some bug there…did u update ur drivers to the latest ?
I didn’t have such problems in the game’s beta, and I was able to use higher graphic texture settings
