I encountered the Helltide event twice while playing solo at level 24 on World Tier 1 (Adventurer). The event is fully active: I can collect Cinders, open Tortured Chests, and enemies are marked with the Helltide icon. I haven’t completed the campaign or unlocked World Tier 3 yet.
