I almost always run out of time before im half done, at least while leveling. I do all the shrines i can but its far from enough to actual complete the strongroom?
The answer is pretty simple, you need to kill stuff faster. Clearly your build/gear is not powerful enough for a full clear yet. Keep working on it, and you will get there.
