i make all sitings on ultra 1920x1080 and i have 60 FPS in game
why in cinematic and cut-scene i have 30 fps and no more!!! it is big problem for my EYES!!!

They capped it at 30fps after the Beta Weekend because a card manufacturing defect was bricking some 3080Ti’s during the cutscenes and this was the only way they could find to mitigate it.
capped!!! — it is not solution!!! they mast add option to remove it or fixed driver or game … oh man…
Drivers don’t necessarily resolve physical manufacturing defects, 3080TI’s were build during a global component shortage, and cheaper, more unreliable easier to source materials were used by 3rd party vendors to get the cards out the door because there was massive demand for them at this time. I don’t know how they will tackle it long term but for now it is what it is.
The only feasible solution is to completely re-do every cutscence over again, avoid the API(s) that were causing the cards to bypass all software and hardware safeguards and internally melt their components, this close to release it’s not going to be high on their priority list with the amount of work that would probably require, it’ll probably be addressed in a bigger future patch.
