I have no quest for occultist (create sigils)

I’v done main quest
i got 52 lvl
i opened tier 3 nightmare
i done one nightmare dungeon
but i dont have quest for creating new sigil and this options is blocked by the NPC

I have the same at level 63.

Same here, level 57, I’m running sigils that drop but I can’t craft them at the occultist & haven’t had the quest to unlock the 2 crafting tabs.

I have the same issue at lvl 59 and done plenty of nightmare dungeons by now without it unlocking.

The same story , too , is not there , it cannot be created or broken .The NPC was seen near the door and on the street, but he did nothing when he approached him.

I got it when passing through the 3rd level of the nightmare dungeon.And I was given a quest to create a seal.
58-59 lvl.
I did quests for the discovery of the paragon matrix .In all regions , I fell out , at the same time , the experience drips .A level 3 nightmare has fallen out .All sorts of monsters and events of the legion type
Completed about 5-7 dungeons 1-2 lvl
