It kind of makes sense to me that:
if I have a Battle Net account, I paid for a game and can play it.
what is not make any sense is that I can’t play with my battle net account on any device I want.
if I have access to D4 I should be able to play on my PC or xbox. now apparently I will need to buy another copy of d4? how its going to work? I’m not sure as when I was wondering around games on my xbox its doesn’t say that I already bought this item even battlenet account is linked with my xbox account

Short answer, money. They do that because people will pay for that. Scummy, yes but they can do that because people pay for that. Played destiny 2, have the same thing, people get pissed and still bought the game on multiple platforms. Blame people. Thou as a consolation your progress transfers.

I will get it for my ps5 at some point but not till it has been discounted so 4-5months I would say

Game licenses are typically sold via platform, then the account(s) can be linked after the fact.
Manufacturers such as Sony take a cut on games sold for their platform, that’s why for decades they sold the console hardware at a loss, however it gets a bit more complicated with Microsoft, as the Gamepass allows you to install and play your games on their console and their PC app, but not via other vendors like Steam or Origin as far as I’m aware.
Long story short, you need to buy a license for every device / platform you plan on using so everyone gets their piece of the pie. If you want to participate in multiple eco systems, you can’t complain when it costs you more than someone who sticks to one.

Only the standart game needs to be bought , and everything else remains .Better find out I don’t want to be guilty.

This sums it up. Even if Blizzard would give a copy for each device, companies like Microsoft and especially Sony wouldn’t like it.
It’s even a wonder that they allow paid content as cross-platform. In some games, you can do this aswell, except for premium currency’s, due the fact that company’s doesn’t like it that you can buy premium currency’s on a PC and then use it on the PS5 store. Because Sony wouldn’t earn money with it.

There are people on Reddit bragging about how they bought a copy on all 3 platforms, you can thank those people as to why this is a thing.
Consoles operate differently than pc does. The manifacturer/operating system on your pc does not make money on games, but consoles do. Consoles are sold at a financial loss, that will be earned back through game sales. If consoles didn’t take a cut off every game sold, the consoles themselves would cost as much as a high end gaming pc.
