I have an Axial Conduit with 27.5% resource gen and maximum resource. However, it seems to affect neither stat - both mana stats go up by 0 when equipped. I’ve tried unequipping and re-equipping everything, logging, seems to make no difference. I even tried with a second drop of the pants and same thing. Hard to say if in practice the pants are doing something or nothing with resource, as obviously consumption in the field changes so radically with them on that it’s hard to compare. What I can say is that even with max value Recharging Aspect on a ring and lucky hit primary resource restoration on both 1H weps, it’s hard to manage attacks and more or less impossible to use Unstable Currents as that empties the full tank almost immediately.
Rather than discuss the viability of the pants themselves I really just want to know if everyone else sees an increase in mana in their stat sheet with the pants equipped. If so, I’ll have to assume it’s a bug caused by something in my setup.
Just checked and you’re right, the Axial pants don’t display any changes to maximum mana nor resource generation on the character sheet. I too wonder now if this stat works at all, I can’t tell.
As for viability, I really like them 
The gameplay is a bit weird, I needed to get used to it. Not being able to use Unstable Currents was the first thing I noticed. Also I don’t like to pair them with Unbroken Tether aspect, the additional chains make the mana drain a lot more unpredictable.
It’s all about never hitting 0 mana and monitoring your Chain Lightning stacks. You just can’t spamm Chain Lightning (attack speed seems useless). I only cast CL when the stacks drop. While not casting CL, I’m using my other skills and moving around to eat crack balls.
Depending on gear you can maintain more or less of those Chain Lightning stacks (via mana generating/cost reduction stats). For starters it’s like 2 stacks max. My gear allows me to go up to 4-5 on bosses, and in hordes I can maintain like 7-8 stacks when eating crack balls all the time. I wonder how Starless Skies will change the gameplay, once I get it.

I experience the same issue: I have axial conduit pants with 50.4% bonus ressource generation and maximum that has 0 effect on my stats - annoying

It’s definitely bugged. It doesn’t increase regen or mana – it does literally nothing with resource. Sitting outside of town, 132 mana and 12/s regen. Take the pants off, exact same numbers.
