Item power question

hello guys,

i want to know if a 799+25 item with slightly better stats than a 818+25 item is better or if somehow the total of item level of our stuff are an important mechanic as well.

i power is base stats.

Highest i power gives most damage from weapons and armor from gear.

If your stats outclass the damage lost then lower is better.

base stats should evolve each time item power takes a point beyond 800.
and on each piece of the stuff.

The base stats will be the same if the power levels are the same… 780+20 is the same as 800.

If something’s higher it’ll have higher base stats. Straight forward.
