Item upgrade does not work

Good afternoon. Completed a nightmare dungeon (lvl 100), passed a pit (lvl 60). But item upgrade doesn’t work for me. Allows only upgrades of unique items. Not a single legendary item is allowed to be upgraded, regardless of whether I bought it or knocked it out in the pit. It just doesn’t work.

The upgrade does not work on other characters on the account, for whom everything worked before.

We kindly ask you to respond to the problem, as it creates great difficulties and a negative gaming experience.

Did you Temper your gear twice first? any gear (except uniques) needs to be tempered before masterworking.

I have tempered my equipment several times already. Upgrading items still doesn’t work. What’s more, everything worked fine on another character, but now it doesn’t work on him either.
