As stated multiple times already there is a serious issue with level scaling in the game. You get weaker as you level up, it feels punishing. If have gotten godly drops you will level faster diminishing that freshly found gear, devaluating it and not care anymore for items that much. If you level too fast you might get stuck in a state where you are not able to kill anything around you, soft-bricking your character for solo play.
PVP wise I cannot say a lot about as I didn’t ventured into that area yet, but from what I’ve read there is also an issue with the deviation between character levels and the lack of a bracketing system making it not optimal to PVP.
So, wouldn’t it be an option to make players lock their character at certain level(s)? This could introduce some kind of brackets system in PVP. PVE wise it would also make sense to be able to twink out your hero and feel powerful without worrying you are going to lose your gear over the world outclassing you. I am not sure where the breakpoints would be at, but I guess some of you may have a good idea on that?

This is the problem i am having right now
I started and completed the game in Tier 2 and had 0 issues, I think I died once. Try doing some events and buy some gear with obols, check your build maybe tweak it or look at guides. Use gems and elixirs etc

You do not get weaker, you need to stat properly, if you are melee then stat for close range damage and close range damage reduction and such, problem solved, the thing that gets weaker as the levels go up is peoples ability to gear up properly rather than just donning any gear they find and expecting it to work with their character.

Gear for armour and raw damage numbers.
You want the monsters to scale, otherwise it becomes a cake walk.
Sounds like you are not familiar with the mechanics.
If you are melee, you want armour, close range damage reduction, damage reduction, as key defence stats on your armour. Focus on higher power levels, regardless of legendary affixes.
as range you want armour, evade gives movement speed bonus, movement speed increase.
Weapons, you go for higher dps, crit strike chance, crit strike damage, life on kill.
it is not a game issue.
