The button for Masterworking is greyed out for me.

Yep, same here. General opinion seems to be that the quest to unlock it has a bug

What world tier are you in? I was in 1 by mistake, needed to be in 4
Have you completed a Nightmare dungeon 45/46 as that hard locks the option, but even then you need to go do the pit for the materials.
