Packet losses in Blizzard network - how to report for investigation?

I have been having a really inconsistent lag spike issue with Diablo. After doing the usual I ran a WinMTR and had the following:

From hop 12, there seem to be a lot of packet losses. Hop 13,14 and 15 I kind of understand still, as it might block ICMP. This is well outside my network and ISP and even country. Is this one of these cases where I have to hope the routing/peering will come right “by itself” or is this something Blizzard can further investigate from their end?

After posting the above the below was seen. As mentioned already is this something Blizzard can investigate as this seems to be close to their datacenter?

Okay another update - so from hop 12 is actually registered to Blizzard. Is Blizzard aware they have issues in their enviroment? I cannot post the URL to the IPinfo but just go to ipinfo[.]io and lookup 137.221.65.60.
