Are you sure you’re understanding how it works ?
“while Shapeshifted in Werewolf” should work (at least for Vigorous A it works), though for the Werewolf Glyph there seems to be a bug :
But the When/Upon/Shapeshifting should not, since it’s the act of changing form that triggers those, and you would usually stay in Werewolf form.
(It should of course still trigger any potential “when shapeshifting into Wolf” when you revert from some other form to it.)
