im a combo point rogue using barrage and cold imbuement and forceful arrow as a combo point generator. i can swear that sometimes the forceful arrow fires really fast, other times a lot slower than expected. i get the feeling its related to the distance to the target somehow, i dont know for sure.. i have over 131% IAS, though the char sheet says only 65%, dunno why..
there is an attack speed list..
simply, it can be said that regular attack speed and basic attack speed are separate and stack to 100% each. Only regular attack speed will be displayed.
There are so many bugs and these have been in game since day one basically and nothing changed or fixed. Still waiting 
just try to ignore the bugs if you wish to enjoy the play.

yea… they should display the truth about attack speed somehow. it’s actually quite a mess.

They are not even providing all the attack damage power information at all. I liked how they made it in Diablo 3, toughness and damage and it would show accurately those two from all the combined things affecting them. Diablo 4? Nah, they just point a flat dmg number as damage and it wont move at all even if you change items which makes no sense. Only thing changing is toughness and even that I dont believe in.
I suppose they are still working on displaying damage. That they don’t know how to give an accurate estimate yet.
Toughness isn’t very helpful for me because it is relative to how many hitpoints you have and since I have Selig’s it seems my toughness is very low. In my mind they should display toughness as effective hitpoints.
theres more, it seems that against certain bosses the attack speed is higher than vs other bosses or monsters..
Sometimes you also do not get cooldown reductions to trigger when they should. I notice this mostly in world bosses.
i had an amulet with a GA attack speed affix, i changed it to one with non-GA attack speed, and now i attack faster than before :))
And that makes sense in the Activision Blizzard bubble world where only thing that matters is income.
