Precision Magic (Lucky hit sorc skill), does it work as intended?

The sorc skill Precision Magic says:
Your Lucky Hit Effect Chance is increased by up to +5%/+10%/+15%.

How is it intended to work, it sounds like it would add +5%/+10%/+15% to your lucky hit modifier.
But what it actually does is to add +5%/+10%/+15% of the skills lucky hit possibility.

So Charged bolts that has a 20% base lucky hit chance, goes to 21%/22%/23%.

Ball lightning that has a 5% base lucky hit, goes to 5.25%/5.5%/5.75%

And this is very confusing and makes the skill pretty much useless for lightning sorcs.

Sorcs have great lucky hit synergy. LH is calculated by hit, not cast (excepting conjurations which are weird.) So an Ice Shards cast has 5x16% chance to proc on a single cast. Going to 18% means almost every cast will proc a lucky hit. Getting to +30% lucky hit without paragon boards is pretty trivial for a sorc meaning you will almost always proc avalanche on each of your casts of shards, especially on multiple enemies.

Well it has 5x16% chance to get a roll for a lucky hit. The actual chance depends on the effect chance. But yes with so many hits even 5% chance is pretty big.

The topic was about the skill “Precision Magic” and how it works for a lightning sorc.
Even if you have several items that gives “+luckly hit”, let’s say you have:
Ring: +5%
Ring: +5%
Amulet: +7.5%
Weapon: +7.5%
Focus: +5%
Helm: +5%
Armour: +5%
Gloves: +5%
Boots: +5%

Total of: +50% from items

Precision Magic +15%

This gives a total bonus of:
65%

This would result in:
Charged bolt: 201.65 = 33% Lucky Hit, increment of 13%
Ball lignting: 5
1.65 = 8.25% Lucky Hit, increment of 3.25%
Chain Lightning: 25*1.65 = 41.25% Lucky Hit, increment of 16.25%

Then take into account of what you give up to get this, at least 3 skill points (you might also want to put some in Lucky Hit effects, som probably more like 9 skill points).

1 effect of each item slot, that could give you for example:
24% more armour
120% more dmg damage (like dmg to close)

or if you could get +crit chance for all the items insted and get 65% higher crit chance and crit all day long…

For an ice sorc some might make sense, but for lightning sorc it does not seem worth it at all.
