Are you using Nvidia?
Most people that ask about this have Nvidia cards and in the Nvidia settings have a custom setting that causes this.
Turn off all Nvidia optimisations, if this is the case, and it will be blur free.
I am on a gtx 1080, zero blur, gsync on, all optimisations off. 
Obviously you can make a Nvidia profile for this.
