here in germany (there should be differences in countries) there is a little confusion about the open beta of Diablo 4.
I ask for a friend, because it is about the Playstation 4.
Is here FORCIBLY a “PS Plus” subscription required to play the beta ?

I’m almost certain that yes, you require ps plus because the game is persistently online. While your friend’s PS4 may be connected to the internet, he won’t be able to play online games without a ps plus subscription. Ergo ps plus is required. Probably.
Regardless, download the free beta client (can be a bit tricky to locate in the playstation store) and find out!
I am even more confused now. Now another friend of mine (PS5 user) has been able to download the demo without a PS Plus subscription. The PS4 user still can’t.
What is going wrong here?
It can not be (generally!) That you have to sign up for a 16 € monthly subscription to play a BETA.
Let alone later for the finished game, but for now it’s about the open beta.
It MUST be a bug here, why would anyone buy a console.
Pretty sure any game on playstation requires ps plus in order to play online with other people. Diablo 4 is a persistently online game, therefore it makes complete sense that you would need ps plus to play it, ps5 or ps4. Your friend can download the beta but won’t be able to play it without ps plus. You can also download the beta, it’s just a matter of finding the beta version in the online store.
Are you from Germany? Since the game is rated 16, you can only download it with a PlayStation Plus Sub or paying a few cents that you can post them your ID data which includes your birthday, then you will be able to even download it without PlayStation Plus. I know it’s hilarious but that’s how Sony handles it in Germany.
