Incinerate just does not have the DPS to compete. Strong early on, weak in endgame compared to rogue or barbarian. The new aspect with direct damage just makes the build more complicated, but not better.
Ice shards dont really perform. One of those many neglected sorc skills. New aspects would be helpful.
Frozen Orb is now stuck with lightning spear and the other way around. Not great for build variety. Heavily unbalanced right now.
Chain lightning is better now with the new unique, but still underwhelming early on.
Basic attack build are still useless with the exception of firebolt. Begs the question why the sorc even has basic attacks.
