This needs looking at 100%, people from teir 4 with all ancient gear then go down levels in world tier just to completely 1 shot everybody, in engaging in pvp either it needs to ignore paragon and normalise their gear or just take out pvp full stop, it is an absolute mess.
You have just joined tier 3 at lvl 50 and go into the pvp area, a lvl 90 runs in and slams you with 1 hammer hit, wonderful pvp experience.
Everything about PvP is crap in this game. Bored losers at top levels just wait around for someone much lower level to engage the bosses for whispers and then kill them. They aren’t doing things for themselves, just trying to spoil other people’s fun - other people not even marked for PvP because of the stupid way the marked for blood is set up
Yes. It needs a rework. It needs to be removed and never come back.
You are literally NOT forced to go there. Just for the altars, once per life-time. Why would you want to remove a feature that you won’t have to play? That’s just silly.
It’s called “Fields of HATRED” for a reason 
ya, when I was on Nightmare a guy with 80+ level ftom tier 4 one shoot everybody in pvp fields. he even stand and cast emotes when we hit him pvp is well done in this game 
Only one way to have a proper PvP is to organise it privately. This is what have been done on D2 - well organised with player-made rules etc.
Blizzard had and has no plan to touch it.
How do you want to balance it? You have like what, 10-15ish k hp at max level? And your skills hit for several hundred thousands before that already, if not more…this game is not made for PvP in general, save for private tournaments already mentioned.

PVP Is there just to be there.
There will not be balance patches for PVP.
If you want to PVP make a PVP char.
