Ring of starless skies and Banished lords (to count energy) .. no Core skill 12 .. 40% reduction

Hi

So Rogue, Ring of starless skies and Banished lords (to count energy), would expect the energy cost to reduce for say Rapid Fire or Penetrating show (both Core)

No change 15 - 30 - 45 etc yet can see change if i reduce cost via boots

OR Does it mean in the text ‘Casting’ does not count as ‘Using’ (Rogue)_ and thus Rogue cant use this … sob
