I cant select preparation from specializations. When I click on it, it becomes selected but the effects dont apply. When I close and reopen specializations tab preparation is not selected.

The effect does apply, the bug is actually if you use a basic attack inbetween core attacks it stops working. this is a game breaking bug that needs fixing asap if your watching this blizz

This needs fixing badly.
I just tried it and the “Ultimate resets other CDs”-part works but the “spent 100 energy to reduce ult CD by 4 seconds”-part does not work until you pump out 100 energy in one go.
Also the OP is right about the visual bug of not beeing able to properly lock in the spec itsself in the selection screen. But it indeed is “active”.
This bug is still a thing apparently. I want to play a rain of arrows build pretty badly, but it just isn’t viable when the preparation specialization does not function properly. At this point, we only have 2 specializations basically. Please fix this issue.
