Scroll of Escape - what's the point?

I just lost my lvl 100 Sorc due to a DC. I was in the overworld farming the Midwinter Event materials, when my game crashed. When I logged back in, my character was dead.
Wasn’t Scroll of Escape supposed to tp me to town? Isn’t it supposed to give protection against these kind of issues? Or how does it work?/How it should work?

I am extremely disappointed by this incident. Almost constant minor lags, frequent major lagspikes, and in-game items not working properly make HC literally unplayable. I’m really discouraged to start another character on HC ever again.

That is exactly how its supposed to work. Either you use it and escape dangerous situation or it auto uses on dc.
For me auto use on dc has worked everytime i dc’d.

Only time when it didnt work for me was when game lagged and froze constantly, but i have never died on dc and everytime i relogged in game i was in town and had 1 scroll less in my inventory.

Lags are always a concern for hc players. But after trying Last Epoch i am so happy the way D4 runs. No comparison.
