I think there is an issue i am not sure where it is exacly possible in Rapid Fire or other but something is wrong after patch.
Here is an example of this problem recorded on YouTube:

Unfortunately, the same problem… I play on a season server.
Ohhh, you saw amazing drop dps too on season server?
i got problem do anything right now… i try Dungeons, PIT helltides and got problem when is many targets… something is amazing wrong… and nothing in changelog…
There is a solution, take off the repeating aspect, it is broken…
Not working for me, i put other Aspect and i check and its better i again put to ring Aspect of Repeating and my Rogue it is broken again.
But still without “Aspect of Repeating” something is broken still amazing bad dps… its better but not like yesterday…
