Tactical Rallying cry does not show in the tooltip, nor does it work as intended. This bug persist even after creating a new character or resetting the skill tree.

Is there a fix for this? Tactical Rallying Cry doesn’t work for me any longer. Suddenly happened while fighting Tormented Andariel. Now when I have Tactical Rallying cry, I’ll receive the 20 fury but the huge regen no longer happens, nor does any regen bonus work. It has effectively disabled my character using Bash and Shard of Verathiel. I was using things like Endless Fury and Prolific Fury to generate more than 25 fury per swing when I would use bash. Now since all generation bonuses are disabled I can no longer maintain.
Additionally, I have tried to repair. I have also tried to reset all skills. I noticed that when logging into the eternal realm - all my barbarians there ALSO no longer have tactical rallying cry working.
THIS IS NOT just a tooltip bug. The lack of tooltip is just an indicator and occurred simultaneous to the disabling of all regen.
This is a show stopper bug for barbarian. Please let me know if there is a fix!
