I’m wondering if anybody else noticed that drop rate for Tempering Manuals went down after a first couple of days?
I haven’t seen any drop in last 2-3 days and it stuck on 20% completion. I did all variety of content with no luck, max tier.
It might be a bug or just a bad luck 
There are 5 classes, 20% total completion could mean 100% completion for one class, maybe you aren’t getting any more because you got them all for the class you play.
Nope, this is not the case, I still have some missing for my class, can see them in the ‘book’.
I’ve got the same problem. I haven’t seen 1 manual for last 4 days!
I’ve seemed to notice or figure out that the higher tier nmds don’t drop them as much. Run T21-25 ancestral nmd and you’ll have them all in no time. Pushing high nmd tiers with existing lvl 100 characters will mean you won’t be getting them.
At least that’s my experience. I just got 6 of them on my lvl 100 Rogue doing this when he was getting 0 in hours of pushing T60+. He was lvl 100 before the update.
same here! Drop rate got shadow nerfed.
Same here. Decided to switch characters yesterday. Only 1 manual has dropped for my second character so far.
I can confirm that EndoFury’s suggestion works. After a week of frustration my missing manuals all dropped with I ran lower 21-30 level ancestral nmds.

My guess is that it’s an unintended consequence of the devs assuming you’d naturally get them on a character as it levels through the new system. But, existing lvl 100 chars or any existing chars that can immediately push high tiers bypass this and end up not getting them unless they go back to those lower tiers. I have confirmed it worked on 3 more characters since my post too.
